I am trying to upgrade the axle suspension for: 2010 Keystone Cougar 5th Wheel Tandem Axle 35 What Dexter Axle Heavy Duty Suspension Kit do you recommend?

The correct Dexter Heavy-Duty Suspension Kit for a 2010 Keystone Cougar 5th Wheel is part # K71-449-00. That said, if you are looking for a true upgrade I recommend going with the Dexter E-Z Flex Suspension Kit part # K71-653-00 since the cushioned equalizers will do a far better job of helping to reduce road shock. These options are both designed for the 35" axle spread.
