I checked with Thule but the Thule OutWay 2-Bike Rack part # TH45JV is not listed as a fit for a 2001 BMW Z3. Instead, I'd recommend the Hollywood Racks Over-the-Top 2 Bike Carrier part # HRF2 as a great alternative. If you wanted to add a lock you can use the etrailer 10' Long Cable Lock part # e98891 or one similar.
