I am looking at Item # V3092-603-00. my question is, I am installing on an enclosed trailer and it only has a tin roof. I am looking for a vent that would just be flat on the roof and not be 2 thick. Does this vent Item # V3092-603-00 do that for me? would I be able to use it in that manner? how deep below the roof surface does it go?

The Ventline E-Z Lift Ventadome Trailer Roof Vent - Manual Lift - 14-1/4" x 14-1/4" - Smoke # V3092-603-00 you mentioned is a great option. You do not need to add an interior garnish, however, I do recommend you use a frame of some sort for your vent to have the installation screws attach to. If it were me, I'd use the Ceiling Garnish for Ventline Roof Vent - 2-1/8" Leg - 14-1/4" x 14-1/4" - Polar White # VA0445-34 to finish the frame out. The handle will be the lowest point of the vent and if using the vent garnish will be close to flush with the trim. All roof vents will be around 2 inches thick to the lowest part minimum.
You will want to use #8 screws and a sealant like # 34427034145-1 between the flange and your roof as well as around the screws to ensure you don't have a water leak.
Your alternative option for the most clearance is the Replacement Exterior Pop-Up Roof Vent - Steel - 13-1/2" x 8" - Black # 9106 which only requires the depth of your inside trim you will install for the screws.
