Can you tell me what the outside dimension of the housing is for the item below? The inside is 3. Is the outside 3.5? not the flanges Titan Model 60 Leverlock Actuator for Disc Brakes 7000 lb- 47154007K Zinc

The Replacement Cover for Titan Zinc-Plated, Leverlock and Multi-Fit Brake Actuators part # T4324600 measures just under 3.5" to the outside of the upper portion and about 4.5" outside of flanges.
