you can open fan but it will settle back down. Does not seem to stay wide open. Will replacing the opener 16 b in drawing fix this??

The operator could indeed be the cause of the vent lid not staying open. In order to find the correct replacement we'd need to know the model number found on the inside under the screen. The Replacement MaxxAir Roof Vent Operator part # MA10-20281K-3CF is for manual lift vents and the Replacement MaxxAir Roof Vent Operator part # MA10-20281K-1AF is for power lift vents.
