Do all bolts,nuts and washers come with it

Yes, all of the hardware is included with the # 13301 hitch.
The only thing that isn't is on 2014 and newer trucks there's a light duty bumper hitch that needs to be removed and some of the washers for that need to be reinstalled after it's removed. Those washers are reused and do not come with the hitch but they're already on the truck so if yours is this new then you have them.
