Tightening a ball to a ball mount does require a substantial amount of foot pounds of torque. The lock washer puts further tension on it. What you can do is put the ball mount in the shank side ways and use a special wrench for the large nut to get enough leverage to break the nut free. If it was cross threaded, you will not want to re-use the ball due to thread damage. Some penetrating oil might also help. Let it soak in for 15 minutes.
Curt makes a wrench, # C20001, if the ball you have has a 3/4 inch or 1 inch diameter shank.
