Mounting the Pack Em Ladder Rack to my Van.

Can I just mount these to the side of my van body to carry ladders? Instead of buying the bars also.

The Pack Em' Ladder Rack part # PK-28WL can be mounted to just about anything with the right hardware. Typically they are designed to attach to the Pack Em' Rails part # PK-BM In your case I would be concerned with the strength of the steel you were mounting to. If you were to reinforce those areas to ensure that your hardware would not pull out you can use them where you want.
You will notice on these that there are brackets that point towards the mounting surface to go around the rails. When using these without rails you will have to modify that area.
