Definitely a smart idea to ensure you are ordering all the right parts to flat tow your 2019 Ford Fiesta SE because it's a bundle of parts. So let's start with the parts you mentioned.

- Roadmaster Direct-Connect Base Plate Kit # RM-524438-5 does fit your '19 Fiesta

- Roadmaster Nighthawk All Terrain, Non-Binding Tow Bar # RM-676 is also compatible with the direct-connect base plates you chose and is the best tow bar on the market so it is a great choice that will fit the Tow Bar Cover # RM-055-3 you mentioned.

In regards to the Stay-IN-Play DUO Supplemental Braking System # SM99251, the only other thing required for this system on your Fiesta is the Roadmaster Brake-Lite Relay Kit # RM-88400. What this kit does is ensure your Fiesta's brake signal doesn't override the RV's brake signal.

Since you won't have the base plates already attached to your Fiesta, it is okay to estimate since you know where the base plates will be attached on your '19 Fiesta, which is just below the license plate.

Just subtract the difference between the two to get the rise or drop you need. Since the trailer hitch on your Allegro is definitely going to be higher so the dimension is going to be the amount of drop you need. For example, if the center of the hitch on your Allegro was 15 inches from the ground, and the base plate centers were 9 inches from the ground you'd need High-Low Adapter # RM-076.
