If the locksmith can get the lock core in the unlocked position you can use the change key that comes with the part #TH450200 to remove the old lock cylinder and then install the included cylinders that come with this kit and you'd be set.

Thule does not offer the lock housing or internal parts for the locks as replacement parts. If you are just missing the lock cores by themselves you can get a pair along with keys and the change key to install them using #TH450200.
