Yes, the Swagman Fat Bike Tire Wheel Adapter # S64674 will fit the Swagman Platform-Style 2 Bike Rack for 2" Hitches or RV Bumpers # S64663.
The bike rack you referenced is basically a variation of the Swagman XC bike rack. If you check out the attached photo we actually had a customer install this same adapter kit on an XC bike rack and they said it works great! Just for reference, the squared opening measures 1-1/8" x 1-3/16".
