Just installed the trailer hitch wiring, and when the car is off, all three pins are sending 12V. ?

The first thing I would do is review the installation video that I attached for a similar product as the Curt Harness # C56147 to make sure you have everything installed correctly.
Next thing I would do is use a circuit tester like our part # PTW2993 to test for voltage on the input side of the converter box. When the key is off there should not be voltage on these circuits with the exception of the battery circuit. If there is voltage on these circuits, then you know the problem is in your vehicle. If there is not voltage on these circuits but then there is voltage on the output side of the box, you know that the problem is inside the converter box.
