what is the id and od of this part i have and other use for it and have been looking for a part like this to make a repair on a other project please help if you can thanks

I pulled a Replacement Rectangular Washer # 853-2154 from our warehouse and found that the outer dimensions of it are 1 inch by 5/8 of an inch. The inner diameter is 1/4 inch by 1/4 inch.
