The Curt Echo Wireless Trailer Brake Controller # C51180 is compatible with a wide range of vehicles with most all having anti-lock brakes so there are no known issues using the Echo and is a confirmed fit for your 2009 Chevrolet Suburban.
The Echo is also designed to be weatherproof and would do just fine in rain, snow, and ice. That said it's not recommended to be submerged under water. For those situations it is recommend to disconnected the trailer and brake controller before backing the trailer up into water for example.
Included are video resources providing more information on the Curt Echo.
