Does Interior Trim Panel or Garnish of Trailer Roof Vent Need Removing to Install Replacement Cover

In removing the vent cover to you have to remove the inside wrap around to the screen

I believe you're speaking of the garnish or inside trim, which will need removing to install a replacement lid. I've linked you to a help article that shows how to replace a vent lid or cover. I've also linked to a couple of installation videos that will walk you through the whole process.
