The price listed for the # AKEBRK-7-SA brake assemblies includes both the left and right 12 inch self-adjusting trailer brake assemblies. The mounting hardware is sold separately as part # BRKH12, which includes nuts, bolts and lock washers needed to install both brake assemblies.
I've linked you to a product description video for the brake assemblies plus a video that explains how to do the initial adjustment of the brake shoes.
