My LCI goes to a error readout when power up and the on off button will not work

Sounds like your control panel either needs to be reset by unplugging and plugging back in after a few seconds or is in need of a total replacement. So try unplugging the panel and plugging it back in and if that does not work you'd need to replace the panel with the # LC421484 that you referenced.
