I bought my 2019 Highlander not thinking about a tow package but now it looks like we need one. What parts are needed to add now?

To tow with your 2019 Toyota Highlander you will want a hitch and wiring package to add a 4 way connector. I don't know what engine you have but for models with the 4 cylinder engine, you are limited to 1,500lbs trailer weight rating vs. up to 5,000 pounds for the V6 models.
The trailer hitch I recommend is the etrailer.com Trailer Hitch Receiver # e98844. The 2" receiver can support a variety of accessories and has more than sufficient capacity for light towing needs. The matte black finish is also more scratch resistant than gloss finishes.
The 4-way trailer wiring harness I recommend is the Hopkins, part # HM11141845. It is a simple installation as the T-connector plugs directly into existing wiring so no cutting or splicing is required.
If you need a ball mount as well, an adjustable solution like the Curt Channel Style Adjustable Ball Mount # C45900 with multiple balls provides flexibility should you need to tow different trailers at different drops or rises.
