I need a gas regulator for a on demand water heater It call for min. 8.0” WC- max. 14.0WC what regulator would you use

The Camco Single Stage Propane Regulator part # CAM59013 has an 11" WC (water column) rating which is between the 8" WC min and 14" WC max that you were looking for so the Camco Single Stage Propane Regulator should be an excellent option. The 11" WC rating is a standard for low pressure systems so it should work with pretty much any on demand water heater so long as you pay attention to the fitting sizes. The Camco Single Stage Propane Regulator comes with a 1/4" NPT inlet and 3/8" NPT outlet which is standard for single stage propane regulators.
