Solution for Trailer Leaf Spring Shackle that is Too Flat

Question:

I installed the Dexter Double Eye Leaf Spring - 2k Trailer Axles - 21 Long to fix the shackle angle or so I thought, but I still have the same issue: the shackle is at a bad angle leaning towards rear of trailer which causes the axle to touch the frame. My first guess is that the leaf springs are possibly too long, but they match the length of the springs that I took off. So perhaps thats not the issue. Please take a look at the attached photos. Your springs are a bit long for your hanger location so you could go with a shorter spring such as the part # e84SR that is 20-3/8 inches or you could move the rear hangers back a couple inches to make the angle of the shackles a bit more vertical.
