Can i go through the setup function without having the P3 attached to a trailer?

Yes you can setup the Tekonsha P3, # 90195, without a trailer connected. However, you will most likely need to do some fine tuning once a trailer is connected to get the proper amount of power back to the brakes for the particular trailer and load you are towing.

The first thing to do before even setting the power output is to make sure the controller is mounted properly in the vehicle according to the installation instructions which I have linked for you. If the controller is not mounted within the parameters specified in the instructions, it will not work properly.
