Would a one 18" extension be safer the 2 pieces, a 18" extension would work for me.

A hitch extension does cut your trailer hitch capacity by 50 percent, but for as light of a trailer as you have and how heavy duty your tow vehicle is that wouldn't be an issue. So yes, a 14 inch hitch extension like the # C45795 would be a solid choice to allow you to drop your tailgate!
