For your 1990 Ford F-250 long bed we have the Reese universal fifth wheel rail kit part # RP30035 as a fit which will work great. In general you want to install fifth wheel rails so that the center of the hitch's jaw is centered over the rear axle or slightly forward. That said Reese recommends you place the rear rail edge 29-1/4 inches forward of the rear edge of the truck bed which puts the fifth wheel jaw center 1-1/2 inches forward of rear axle center. This is several inches forward from where you installed the old kit so you are correct in assuming what you have now is too far back.
