'How dry' is kind of a subjective term that's pretty hard to define. Let me begin by saying that your average tonneau cover will do a pretty decent job of keeping the vast majority of the water out, but no Tonneau cover is completely waterproof. If you're having a heavy-type rain, chances are some water will infiltrate into the truck bed.

A high quality cover like the BAK MX4 you mentioned will preform better than average in this respect. If you're getting what you consider to be excessive leakage, the most common problems involve the original installation. Reviewing the instructions which I have linked for you is your best bet. You'll want to make sure everything is positioned exactly as is shown in the installation instructions because if the cover isn't installed so it's square, the drain tubes aren't installed correctly, the cab/bulkhead seal isn't installed or isn't installed correctly the cover will leak more than it should.
