The Roadmaster base plates # 4405-1, are XL style base plates. The Stowmaster series of tow bars are compatible with XL base plates for the 2007 Ford Explorer Sport Trac.
To complete your flat towing set up you will also need the following items:
Safety Cables, # RM-643 or # RM-645
Bulb and Socket Kit, # RM-155
Supplemental Braking, # RM-9400
I have included a link to our series of FAQ articles on flat towing for you. You will want to consult the vehicle owners manual to determine if you can flat tow this vehicle and on the proper procedure for flat towing. From the research I did, the vehicle should only be towed on a trailer and cannot be flat towed.
