I see there is no switch on light can I assume it has a photo cell turner it on and off part # 328-007-60WE?

The Multipurpose LED Utility Light # 328-007-60WE that you referenced does not have a switch on it and was designed to have a switch wire in with it to turn it off and on. Basically it just has a power and ground wire and is going to be on or off depending on if those circuits are completed.
We do have the similar # DG52723VP which has a switch built into the base which might be more what you are looking for. See attached review video for more info as well.
