please further explain about stablizing straps for biker rack.

Any time you use a bike rack or a hitch mounted carrier you will want to use a support strap like the Curt Stabilizer Strap # 18050, failure to do so could cause damage to the hitch and would void the warranty for the hitch also. The strap will provide extra support for the hitch and will help to reduce the amount of vertical shock that the bike rack would put on the hitch when going over bumps.
Check out the video I attached that shows how the strap would attach from a typical bike rack to a typical vehicle.
