I have 2 dexter 10 x 2 1/4 brake assemblies both new they are different size bolt patterns ,why did dexter change bolt patterns?

A 10 x 2-1/4 inch brake assembly would typically be found on a 3500 lb axle, and would use a 4 bolt mounting flange whose holes are 2-7/8 inches apart on center. However, there was an exception. Before May of 2009, Dexter manufactured a 4400 lb capacity axle that used mounting flanges that had holes that were 2-13/16 inches on center. An example of those would be the # 23-454-455 Dexter Brake assemblies.
That axle was kind of an oddity, I believe Dexter built that as a proprietary item for a particular trailer manufacturer. They've done similar things in the past for Ranger boat trailers.
