The Mounting Kit for Thule Flat Top Rooftop Ski and Snowboard Racks part # 7533998 would indeed be able to be removed from the vehicle with just an allen tool. There is not a way to lock this but you should be able to use the Replacement SpeedLink Mounting Hardware Assembly part # 7521241001 which does require a lock for removal and will fit a Thule Flat Top Rooftop Ski and Snowboard Rack. Please note, you would only need one SpeedLink on each arm for security. To lock the SpeedLinks you will also need Thule One-Key System Lock Cylinders part # TH450200.
