The Buyers Products hitch plate part # 3371809065 that you referenced is designed to be welded on by a professional. The bolts holes are there for you to hold the hitch in place for when it gets welded on according to our techs at Buyers Products. They do not provide any written instructions either as they want you to take it to someone with the experience and skills needed who wouldn't need them.
