The underside of the Softride Tailgate Pad Bicycle Transporter for Mid-Size Pickup Trucks # SR26461 that you referenced is made from the same vinyl material you see on the outside of the pad.
For a same size tailgate pad bike rack that has a softer underside we have the Thule part # TH823PRO instead. This has a few more features as well with pockets and thicker padding on top of the tailgate. Check out the review video link I attached for more info.
