For your 2019 Ram 1500 without the factory hitch we do have a hitch that is rated for use with weight distribution with the Draw Tite part # C15005 but the Curt # C13419 that you referenced is not rated for use with a WD system due to how it installs and the contact it makes with the truck frame.
WD systems put additional stress on vehicle frames so you need the hitch to make a solid amount of contact with the truck to accommodate that.
