What bolt hardness is required for this kind of load? I would think a bolt pattern should be added so if i needed one in the future i could order with confidence.

Grade 8 bolts are recommended for installing the Buyers Products 3" I.D. Heavy-Duty Forged 4-Bolt Mount Lunette Ring # 337BDB1394 that you referenced. We actually have a mounting kit for this with part # 3378530 that includes the bolts.
Then for a mounting plate we have the part # 337TNP716750100 which is 1 inch thick.

I am looking at your 1inch plate to replace the one on my trailer but I dont see any out side dimensions for it
