i have a leer rcc100 shell on my 2009 toyota tacoma with tracks already installed will these racks work? Also are there load stops for this system

Yes, the Rhino-Rack Roof Rack part # Y01-120B-NT will work with the tracks you have installed on top of your Leer 100RCC Truck Cap.
For load stops, you can use the Load Stops for Rhino-Rack Heavy-Duty Crossbars part # RRRLH.
