Yes, you can buy just the arms for the Roadmaster Direct-Connect Base Plate Kit part # 1419-8 on your 2003 Jeep Grand Cherokee and for that you will want to use the Roadmaster Replacement Arms for Base Plate Kits part # RM-ARMS. In order to use the above with a Blue Ox Tow Bar you will also need the Blue Ox Tow Bar to Roadmaster EZ5, MS, and MX Base Plates Adapter Brackets part # BX88185.
