Yes, you'll need to install a roof rack on your 2003 Ford Excursion like the Thule WingBar Evo Roof Rack part # TH711400, # TH460R, and # THKIT3101 but yes you can then carry a 4 kayak carrier like the part # TH830 that you referenced. You'd need three additional sets of the Thule Quick Draw Tie-Down Ropes w/ Ratchets and Strap Loops # TH855XT since the Stacker only comes with one set.
The Wingbar rack I referenced is one of the nicest options on the market as it gives you a set of crossbars that are aerodynamically shaped which will minimize wind noise and while also being very easy to install.
