Will this item work with a vanguard bull gusrd on my 2019 Jeep Cherokee Latitude Plus? Thank you for your time !!!!!!!!

It probably could pretty easily be made to fit your brush guard but the License Plate Relocation Kit for Westin Ultimate and E-Series Bull Bars # 32-0055 was not made to fit what you have so you'd have to drill some holes or otherwise get a bit creative to install it. We've had a few people get creative with this bracket and use it for alternate applications like yours and it worked well for them so I am confident it could work for you.
