Flat towing any car requires a few components and these are noted in the linked article. The items include base plates, safety cables, tow bar, a wiring/lighting kit, braking system and often a high/low hitch adapter. Here is a listing of such parts for the 2016 Smart fortwo:
Base Plate # RM-52300-4
Falcon 2 Tow Bar # RM-520
Safety Cables # RM-643
Towing Light kit # DM36MV
Battery Disconnect # RM-766
Even Brake # RM-9400
Stop Light Switch Kit # RM-751486
12 Volt Outlet Kit # RM-9332
High/Low Adapter # RM-076
The online owner's manual for the 2016 Smart fortwo does not offer much information about recreational flat towing other than to note on page 171 that when towing a car with automatic transmission the transmission must be in neutral (position N), the battery must be connected and charged and the vehicle's automatic locking feature should be deactivated. Page 172 explains the procedures for the automatic transmission and manual transmission models for keeping them in neutral. Your printed manual may differ from the general online version so I recommend you confirm in your owner's manual if Smart says the car be be flat towed for extended distances at normal driving speeds.
