The Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13163 excludes the PHEV. However, there is a 2018 Mitsubishi Outlander PHEV fit and it is # C13398. This will work well for bike racks and other accessories.
If you will be towing, I recommend the ZCI Circuit Protected Vehicle Wiring Harness w/ 4-Pole Flat Trailer Connector and Installation Kit # 119250KIT that will not require any splicing into your vehicle wiring. The zero contact interface sensors will work well to give you the trailer towing functions you need.
I recommend using the etrailer.com Ball Mount Kit for 2" Hitches - 7,500 lbs # 989900 for a ball mount. I recommend following the towing capacities in your owner's manual.
