The NC code means the controller is not seeing a trailer connected, so the brakes will not work. You will want to clean the connector with some sandpaper specifically at the 5 o'clock pin position as corrosion can cause a trailer connection to not be seen. Do the same on the corresponding trailer connection and then use some dielectric grease like # 11755 to keep moisture and debris out.
If you still get no connection, then you will need to test the brake control pin at the 5 o'clock position for power using a circuit tester like # PTW2993. If you hit the manual override on the brake controller you should see the light get brighter. If you don't get any power, then I recommend cutting the blue wire behind your brake controller about 6 inches back and testing the wire there with the circuit tester. If you get power there, you know there is a wiring issue between that location and the 7-way. Run a new wire # 10-1-1. If you do not get power there, your brake controller needs to be replaced.
