How Does the Fulton Economy Spare Tire Carrier with Lock # FETCHL0700 Prevent Theft

Question:
Looks from the photo that the lugs on the u-bolt could just be loosened and the lock lifted off? What am I missing?

You are not missing anything. The lug nuts can simply be removed, and off comes the tire. The lock is merely providing a deterrent. The vast majority of thieves are looking for the easy grab, anything you can do to slow them down or discourage them is beneficial. Locks serve the purpose of keeping honest people honest, a truly determined thief can defeat virtually any lock.
I think a better choice would be part # FETCSTL0701. The lock on this carrier actually sandwiches one of the lug nuts, making it more difficult and time consuming to remove.
