I have an 8 ft bed, but have a truck tool box that is about 22 inches deep. Can this tonneau cover be modified, i.e. cut the side rails to the needed length to make it fit? and still function properly?

We actually have tonneau covers that fit your 2014 Ram 3500 long bed that are designed for standard truck bed tool boxes like what you have. For that check out the Extang Trifecta 2.0 Soft Tonneau Cover - Toolbox Edition # EX93435. This is a folding, vinyl style cover that will fit and work well for you.
We don't have a way to recommend modifying the cover you mentioned to fit with a toolbox.
