I like what I see but need more info please. Can the rotors be turned and what does it cost to replace the rotors and pads?

We have the Kodiak Disc Brake Kit part # K2HR712D which is the correct hub/rotor set for the 7k axles on your trailer. You'd need 3 of these for your trailer and then an electric over hydraulic actuator like the # HBA16 you mentioned.
I would actually recommend the # HBA16-252-82 though as it comes with the breakaway kit plus enough lines for two of your axles. For the third axle you'd then want the part # 9579-01.
