Im interested in a trailer hitch Package for my 2016 Outlander, I will be pulling a small 4.5 x 6 enclosed cargo trailer. Will the Class III hitch Item #C13163 work for me and does it come with the bolts to install?

The Curt # C13163 will work great for you. The hitch comes with bolts for installation. You may want the Nylon Tube Brush - 1/2" # 814092 and some penetrating lubricant to clean your factory frame weld nuts.
If you will be towing with this hitch, then I recommend wiring harness # 118482 which will install behind your tail lights and draw power directly from your vehicle battery to protect your vehicle electronics. I've attached an article to help with routing that power wire.
Finally you will need a ball mount and I recommend the etrailer.com Ball Mount Kit for 2" Hitches # 989900 which will give you different rise and drop options to tow level. I've attached an article to assist with the ball mount height as well.
