The Curt Class III Trailer Hitch # C13400 referenced in your question does indeed have a gloss finish and there is not a different version available that features a matte black finish. All of the hitches available for your 2019 Subaru Ascent have a black powder coat with a gloss finish like this.
If you don't particularly like the look of the gloss finish a better option might be with the Draw-Tite Max-Frame Trailer Hitch Receiver # 76253. This hitch features a similar finish but has a different overall design that essentially hides most of the crosstube so that only a small portion of the hitch is actually visible behind the vehicle when it's in use and you can completely cover it with the rear fascia panel when not.
I have attached a couple images that show this hitch installed (one with the panel covering the receiver) that you can check out as well.
This Class III hitch has a 5,000 pound towing weight capacity, a 750 pound tongue weight limit, and all the needed hardware is included.
