utility trailer lights work fine when plugged into the towing vehicle unhitched but when hitched all the lights go out

If your trailer lights are not working when you are hitched to your tow vehicle but are otherwise fine you have a ground problem most likely. Check your grounds to make sure your they are attached to bare metal surfaces and free of any paint, dirt or corrosion.

It is also possible that you have a problem with a bare wire touching the frame somewhere on your trailer so check your wiring thoroughly to make sure there are no broken wires.
