I have a hitch trailair triglide, Id like to know if I can replace the base with the one with a rubber damper

You are going to need to replace the entire pin box since it's not possible to upgrade a Tri-Glide to a Flex Air or any other type of pin box. The Tri-Glide was notorious for needing quite a bit of maintenance with the rollers and even if kept up can still wear out. That is part of the reason why it was replaced with the Flex Air.
The Flex Air # LC328492 that you referenced will fit your trailer and will work just as well as the Tri-Glide in terms of cushioning the ride and due to it's design will not require the same amount of maintenance. This pin box was designed to fit the very common Lippert 1621 pin box which is very likely what you have but you'd want to check the sticker or plate on the pin box to verify this.
