I called HydraStar who is a prominent manufacturer of electric over hydraulic brake actuators and they said the issue that you are having is caused by a compatibility error between the factory integrated brake controller and your electric over hydraulic brake actuator. Therefore, you will need to use an adapter. Please also make sure that you are in the electric over hydraulic mode if that is an option. In order to recommend the correct adapter I will need to know what electric over hydraulic brake actuator that you have. For example, if you have a HydraStar Electric Over Hydraulic Actuator like part # HBA16 then you would need to use the HydraStar Electric Over Hydraulic Actuator Adapter Module part # HBA-CAM. If you have a Titan BrakeRite I Plug and Play Electric-Hydraulic Actuator Kit like part # T4813102 then you would need the Titan BrakeRite EHB Adapter part # T4845900.
The factory integrated brake controllers tend to be hit or miss when it comes to working with electric over hydraulic brake actuators. Unfortunately, there just really isn't a good way to tell beforehand if you need one or not so I always recommend purchasing the adapter as well.
