Is TW determined by the trailers gvwr or the actual cargo weight plus the unloaded trailer weight?

Tongue weight is not exactly determined by either method you mentioned. If you need an exact tongue weight figure you can use a tongue weight scale like the part # e99044 or possibly find a weigh station near you. If you are going to try and estimate it though you'd basically base it off of 10 to 15 percent of the total trailer weight when it's ready to tow.
