The only tonneau cover we can recommend as a guaranteed fit with the Thule TracRac Ladder Racks like the part # TH43003XT-501EX you referenced is the BAK Revolver like the part # BAK48203 that you also referenced. The Extang you mentioned most likely will not open without interference from either the rail kit or the uprights of the rack.

Both of these are a confirmed fit for your 2019 Ram 2500 short bed and would work great together!
